Press Review for February 2008

East Java once again hit by flood. Flood in Pasuruan paralyze train route. In Situbondo by February 11th, death toll has reached 11 people. Solo was flooded also, a massive rain causing 3 sub district were flooded. Flood in Jakarta were damaging infrastructure. Access to airport was disconnected. In Tangerang, flood point was expanding. Massive rainfall and misuse of water absorbing area in upstream was predicted to be the cause. In Bekasi, 700 houses were flooded up to 75 – 100 meter high. Hundreds of communities in Ogan Komering Ulu, South Sumatera were isolated as the flood has disconnected transportation access. The Musi River was overflow, flooding hundreds of houses in Gandus sub district, South Sumatera. Eleven people in NTT was died due to the flood happened from January to February 23rd.

Landslide has killed 8 people in Danau Paris sub district, NAD. Landslide happened around 2.30 am when most of people were sleeping. Meanwhile, according to Center of Vulcanology and Geology Disaster Mitigation, Departement of Energy and Mineral Resources, thousand of land movement prone zone in 106 districts/cities were detected during February 2008. Wesr Java, East Java, and Central Java have the biggest portion among all.

A 7.3 RS earthquake shake Simeulue on Wednesday February 20th 2008, destroying hundreds of houses including houses that were built by BRR NAD-Nias. On Monday February 25th 2008, a 7.2 RS earthquake shake Muko muko district, Bengkulu. Traumatized communities were running to the hill. Two days after, a 7.2 RS shake Mentawai Island, killed 2 people.

Dengue attack in NTT killed 3 children and hospitalized other 198 people. In Yogyakarta, 124 people were infected by dengue and hospitalized during January –February 10th. Dengue was also attacks North Jakarta and Tangerang. Avian Influenza has become endemic in 3 sub district in Bekasi City. City government of Central Jakarta has eradicate 22 birds on February 6th 2008 while in East Jakarta 1.274 birds were eradicated following the death of 1 AI patient in the area. Regular inspection was still conducted in other area of Jakarta. AI was also spread in Tegal. Chikunguya attack 19 people in Purwakarta and 92 people in Sawah Besar, Central Jakarta. In South Kalimantan, 54 people infected by Malaria, 2 of them died.

Storm was still appearing some areas. Martapura, South Kalimantan was hit bu storm on February 7th. Storm in Semarang, Central Java on February 10th destroyed 3 houses. Cilacap was also hit by storm in February 9th, killed 1 person. In Makasar, storm on February 15th – 17th destroys 150 houses.

International news, a big earthquake shakes Kongo and Rwanda, killed at least 35 people, the number were then increased to 38 death toll by Monday February 4th 2008. Tornado hit USA and killed 55 people.

ECHO Visit

On the last 2 days, February 19th – 20th 2008, Ezter Nemeth and Linda Rupidara representing dipecho, took a site visit to the 3 intervention area of ACF-DIPECHO program. This is the second time dipecho took a site visit. The first one was conducted on May 2007.On day 1, the destination is Cipinang Besar Utara. The group met head of Lurah CBU to discuss the progress of Satlinmas and emergency stock. Meeting with Kelurahan legislative discuss early warning system, evacuation route, composting activity, and participatory activity conducted in community.


On day 2, Wednesday February 20th 2008, the destination is Kampung Melayu. Meeting with Sister Lya from Santa Maria is the opening. Sister Lya explains the role of Santa Maria as temporary evacuation site for Kampung Melayu citizen. Activity was then continued to Kampung Pulo area. The group met women group of RT 10 which are now conducting composting program, FKPPubers discussing several ACF training they have attended. The visit was ended on Kelurahan Kampung Melayu office. In kelurahan office, not only vice of Lurah is there, principle of SD 01 (elementary school) and representative of Penjaringan were also there. Due to limited time, a visit to Penjaringan cannot take place. As return, representatives of Penjaringan were invited to come to Kampung Melayu and have a joint meeting.

Scheduled Activities
The participants are scheduled to join series of in office and field activities
Week 1
The activity consist of introduction, pre test, field activity in 3 kelurahan (mediation meeting in Santa Maria Kampung Melayu, drainage work follow up on Penjaringan and field visit in Cipinang Besar Utara.
Week 2
Technical trainings (SAR, First Aid, and Public Kitchen) were conducted on January 22nd – 26th 2008. Apprentices involve in all activities on the training.
Week 3
Preparation of Simulation/drill on flood disaster response and execution of Simulation/drill conducted on Thursday, January 31st 2008.
Week 4
In office session about participatory rural appraisal, database management, CBDRM concept, and reporting theory followed by workshop on SOP for EWS for 3 kelurahan (3 days)

Follow up plan
Each participants comes from different background and motive to join the program. Therefore, they have a various follow up plan when back to their organizations. Ghufron from AMAN Indonesia is planning to build database system in his office to document all activities and report that has been produced. He also plans to include training for community in AMAN’s program. Milka plans to include simulation in Lendola’s CBDRM project in Alor. The project is currently focusing more on socialization. “Community need to do something instead of just sit and listen”, she said. While Sukirno from TRUST also plan to develop database.

Conclusion and recommendation
All participants admit that the apprenticeship program has been useful to gain information in a comprehensive way. They were also plan to replicate several component of the program. Some recommendations for the future apprenticeship program are:

  • To clearly define the main focus from each particpant in the beginning
  • To differentiate the activity conducted based on participants preference and needs
  • To give a precise schedule of daily activities
  • To consider conducting the apprenticeship program in the beginning of the program in order to give participants larger view on design of the program implementation.
  • To extend the time frame of apprenticeship program to be more than 1 month

Press Review for January 2008

On January, rain occurs in almost all area in Jakarta. By January 1st watermark in Katulampa has reached 140 cm meaning Alert IV. Provincial government has stated that they will improve coordination mechanism to anticipate flood. On January 3rd, flood has occurred in several areas of Jakarta. Kampung Melayu as the most frequent flooded area has had 830 person evacuate in Santa Maria school.Jakarta’s crisis centre has prepared 200 rubber boats for evacuation. In Muara Baru, sea water again stagnate houses. This time the water comes at 10am and recedes by 6pm. In the context of flood management, provincial government has also targeted to finish all land redemption for East Flood Canal by 2008.

Flood was also hit several areas in Central Java and East Java. In Central Java, flood hit Solo, Cepu, Kudus, Banyumas, and Karanganyar. In East Java, by January 2nd, death toll has reached 3 people. The total number for East Java and Central Java death toll are 100 people with 2 billion in economic loss. Sambas and Bandung was also experience flood in January. Heavy rain in Papua was even causing landslide. While in Manado, 4 houses were buried by landslide.

Dengue in Kupang has killed 2 children. In Nagekeo NTT, extraordinary status has been issued following the death of 2 children. Dengue was also affecting Central Jakarta and Bekasi. From East Jakarta 537 people were affected. Avian Influenza has again spread. In Bandung, one suspect died on January 7th. The other death victim comes from Bekasi. Up to January 30th, the death toll has reached 101 people. Malnourished cases were found in Riau, South Kalimantan, and South Sulawesi.

Storm damaged number of houses in Tegal and Ende. In Bekasi, 321 houses were damaged by storm. On January 6th 150 houses in Makasar were damaged by storm. The other area experiencing flood is Kepulauan Seribu, NTT, Jepara, Brebes,Palembang, and Cirebon.

A 6.2 RS earthquake has killed a child and injured another 4 in Nias Island. Satkorlak has announce 11 provinces in disaster prone province. These provinces are South Sumatera, Lampung, DKI Jakarta, Banten, West Java, Yogyakarta, Central Java, East Java, Bali, Nusa Tenggara Barat, and South Kalimantan.

Sitrep Flood in Cipinang Besar Utara, February 1st 2008

Date of event
The month of February is generally considered to be very rainy and most of the flood events happen in that month. Thus, on February 1st, 2008 several areas of Jakarta were affected by flood Cipinang Besar Utara is one of the affected areas. Water has reached houses by 9am and reached its highest level on 11am. Electricity has been shut down the night before. Flood was predicted to reach adult chest or 1 meter high.
In Cipinang, the most affected zones are: RW 01, 02, 04, 05, 07, 10, 11, 12, and 14 on various high.

The worst affected area is RW 02, 04, and 05 has evacuate. Three people were injured as they knock down by water. Almost all houses in RW 04 were flooded up to chest. Fifty percent houses in RW 05 were flooded up to waist level. While in RW 02 75% houses were flooded up to ankle high. RW 04 has asked kelurahan to lend a tent for evacuation place. The tent was then installed in Prumpung Cemetery and another tent installed on RW 014 right behind Cipinang Prison. No evacuee reported. Community waits for 1 x 24 hour to take decision whether they need to evacuate or not.

Community preparedness
By 8 am, siren has started to ring. Information from Watergate state that water level in Cipinang water gate is 155cm. Community has start to keep their valuable belonging into a higher place. Three people (Head of Kelurahan Legislative Board, RW 12 staff, and community leader of CBU) were standby to update the information on water level. The information was then spread directly to the community by sms and phone call.

By 10 am, evacuation has started. Rescue team consist of Kali Arus( a local youth organization) members were actively rescuing the community. They used rubber boat, float, inner tube, and rope. These equipments were borrowed from FKPPubers (youth organization of Kampung Melayu). The rope that supposed to be installed in evacuation route was not ready. Community then bought the rope with their own money. Some other community members came to CBU sub office asking for support to provide information and equipment such as inner tube and rope. They went back empty handed as ACF in not providing individual support.

Kelurahan’s role
When the flood happens, ACF community organizer (CO) based in the area has maintained close communication with Head of Lurah, day and night. Lurah cell phone was always active, making it possible for everyone to contact him and organizes the response. He also asked CO to share information with community. Lurah also instructed Linmas (community protection group) members to monitor several flood point. Kelurahan was providing the tent and distributing rice to flood-affected community on the night

Flood Preparedness Simulation

Thursday January 31st 2008, it has been raining heavily for 3 days in Cibubur water gate.Water level in Cipinang Hulu water gate has reached 250 cm. In CBU water has flooded by 50 cm (alert II). By 4 hour it is predicted that situation will changed to alert I. Community was instructed to prepare for flood.The condition above is the scenario being used for simulation activity taking place in Cipinang Besar Utara.

The next phases are:
Water gate keeper contact Community Protection of CBU, informing that water level has reached 250 cm. Community was asked to prepare for flood. Community Protection contact Head of Lurah. A complete flow of information can be seen in the diagram

Prior to the simulation, all official has received series of technical training held at Cibubur for 5 days. The training was consisting of SAR, First Aid, and Public Kitchen. Simulation activity is a tool used to implement the training result. The scenario include evacuation, public kitchen management, anticipation of chaos on food distribution and evacuation site wrap up mechanism when it is safe for people to go back to their home.

Evacuation Route in Cipinang Besar Utara

When flood happen, community definitely needs evacuation route. High stream has caused significant difficulties in evacuation effort. Based on discussion between community and ACF, they need a series of pole with rope attached in it to form evacuation route. ACF facilitate the process of developing evacuation route by providing the pole and the rope. The rope will be tied to the pole and a floating body. The floating body will keep the rope afloat and showing the mark of the rope in case the water gets higher. On this process, community provide the land and human resources to do the physical work.




The construction process was started on Friday, January 11th 2008. Rabinarayan Rabinarayan Gouda (DRR Regional Adviser) and Moustapha Harouna (DRR Program Manager) has come to launch the process. The whole process was predicted to be completed by 4-5 days. On the same day, 5 groups of student came to the spot. As part of their journalistic training facilitated by ACF, they came to cover the process and interviewed the actors.

Press Review for December 2007

Tide flood threat still occurs in December. BMG predicted that the water level can reach 2.2 meter on December 8th – 12th 2007. Meanwhile tide flood in Muara Baru Penjaringan has cause economic flow decreasing. It also disconnects distribution flow to Fishery Port. Massive rain has caused water pool everywhere and traffic jam as result. Even though rain season has coming, many kelurahan has not conduct flood anticipation, this fact has irritate the Governor, Fauzi Bowo. Jakarta’s buffer area, Tangerang is surrounded by flood. Twenty areas were inundated.

Outside of Jakarta, flood hit North and South Bandung, Jambi, East Aceh Timur, and Gorontalo. In another part of Java Island, flood hit various areas in Central Java and East Java. In Central Java, flood hit tens houses in Gunung Kidul and killed 71 people in Karanganyar. Flood also hit Solo, Sukoharjo, Sragen, Pati, Blora, and Grobogan. In East Java, flood hit Malang Regency up to 2 meter, Magetan, Jombang, Sidoarjo, Bojonegoro, Wonogiri, and Wonosobo.

Diarrheas again occur in various areas in Jakarta. Dirty water pool and difficulties to access clean water were blamed to be the cause. With rain season coming, the threat of dengue need to anticipated. Fatmawati Hospital has recorded 6.120 dengue patients in 2007, with 29 of them died. In Central Java, dengue has killed 217 people for 2007. This month, the news about Avian Influenza is very less. In Kalideres, bird are examined following the death of a citizen by Avian Influenza.

Earthquake also appears in low frequency. The news about earthquake came from North Sulawesi on December 4th 2007 with 6 RS and in East Nusa Tenggara on December 19th 2007 with 5.3 RS. Storm hit Kudus and Makasar. In Makasar, one person is dead and 79 of them died.

International news, Malaysia were reported to be hit by flood, killing 12 people and causing 20.000 people flee from their home.
