Community Participation on Waste Management Workshop

On Tuesday, March 27th, a workshop titled Community Participation on Waste Management was held by Technology Research and Development Board (Badan Pengkajian dan Pengembangan Teknologi – BPPT) and South Jakarta Mayor. It was attended by government, community, NGOs, and private company. AcF is one of the participants.

The discussion was held on 2 sessions. First session explain composing method and techniques, management system and cost reducing. The second session present success story from individual person and company adopted those composing system.

Our capital Jakarta were lived by 8.922.699 people producing approximate 6000 tons waste per day, 55,37% of it were inorganic waste (Data form WJEMP, Project DKI June 3rd – 11th 2005). 3R (Reduce, Reuse, Recycle) campaign require socialization and transfer knowledge to community. Provincial Regulation of Jakarta Number 5 Year 1988 states waste management are the responsibility of Sanitation Office of Jakarta. The office is responsible for collection, transportation, and removal of waste. Therefore, Sanitation Office is now highly promoting 3R through many channels such as women group and youth group.

Sri Wahyono S Si, M.Sc, a speaker from BPPT was presenting a paper titled Waste Processing Technology for Household. Waste must be seen integrally. Technology is not the only answer. There are 5 components in waste problem: law, institution, funding, community participation, and technology. Pile of waste which the sliding as happened in Bandung is harm to people surrounding. Not only polluting the air, it also contains various type of disease.

Community participation on composing can give economical impact on their financial aspects. By then community are not only regarded as the source of waste, but also the main actor in 3R activity, and also receiver of financial aspect within. Using community based technology, it can be assured that easy to operates, cheap, acceptable technique were implemented. The technique includes waste separation, composing, process to make recycled paper, recycled plastic, and handicraft.

Some success story of waste management

  • Integrated waste management in Mustika Tigaraksa Tangerang Banten housing, a collaboration of Bina Ekonomi Sosial Terpadu and BORDA Tangerang 2005. Community organization specifically for waste management was formed.
  • Unilever Indonesia melakukan Company together with community were developing waste management. Unilever Foundation was acting as facilitator while community does the activities.
  • Integrated waste management in householder level, promoted by Mrs. Harini Bambang Wahono in Banjarsari village, South Jakarta . She promotes composing and recycled process of waste. Banjarsari has become a clean and green environment now.
  • Corporate Social Responsibility Programme conducted by Pembangunan Jaya Ancol Tbk Company. The company collaborates with community surrounding to manage their waste and recycling to be a souvenir which then can increase the income of community.
All success stories have one similarity, which is including community participation in the process. Community has become the main actors in the process. Therefore full participation is required.

ECB3 Learning Event

ACF DPI Programme was invited to “End of ECB3 Project Learning Event” held in Grand Kemang Hotel, on March 20-21, 2007. DRR Assistant went to the event. Following are brief summary of information delivered. The Emergency Capacity Building Project (ECB) is a collective effort among leading humanitarian organizations, consist of:

  • IRC
  • Oxfam
  • Care
  • Mercy Corps
  • CRS
  • Save the Children
  • World Vision
The project was funded by the Bill and Melinda Gates Foundation.
In world wide, there are 4 pilot programmes in Guatemala, 4 in Ethiopia and 1 in Indonesia

NATIONAL LEVEL
The project began in April 2005 and will end on March 31, 2007.
The goal of the ECB Project is to improve capacity for risk reduction and emergency preparedness among IWG agency staff, affected communities, and local and national authorities.

On headquarter level; each agency has 1 representative on the team to discuss the approach (CARE was chosen as leading agency). On Indonesia level, the agencies build Project Management Team (PMT) – consist of representative from each agency - as Steering Committee (CRS was chosen as the leading agency. PMT decide to do pilot project on Padang Pariaman, with Mercy Corps as coordinator. In Padang Pariaman, Mercy Corps collaborate with local NGO, KOGAMI.

LOCAL LEVEL
On earthquake March’07, less panic was seen, as community have been inform about earthquake, tsunami and how it links. The condition is very much different than when earthquake struck Padang on 2005, tsunami issue causing big panic and chaos around the city.

Activities conducted by ECB - collaborating with KOGAMI:
  • Preliminary Survey
  • Risk Assessment
  • Participatory Planning on Risk Reduction
  • Implementation (School Education, Community Education, Simulation,
  • Proposal Development on Risk Reduction Infrastructure)
Success Story:
  • Few community have develop informal education skill and spread the information to their community
  • On Earthquake, March 6th 2007, panic level has decreased up to 75%
  • School and community activity continued normally right after earthquake
  • Community leader and facilitator was able to directing and calming community Coordination skill on Satlak has improved, no longer trapped in complex bureaucratic system.
Cordaid and Regency Secretary (Sekda) of Bantul was also shared their experience.
Cordaid was sharing it programme and approach on DRR while Sekda Bantul was sharing his experience on disaster management during the earthquake on 2006.

Update Information from Mr. Puji Pujiono about Disaster Management Bill. The Bill will be on ratification by March 27th 2007. There will be some opportunity can be captured by NGO’s:
  • Dissemination
  • Preparing, priming and supporting the main stakeholders (Local governments, sector ministries, civil society, and communities)
  • Supporting the development of Implementing Regulation and Guidelines

Emergency Response on Jakarta Flood 2007 (part 2)

Continuing our first article on flood, following is the second part (last) of the topic. During the last massive flood on Jakarta, ACF launched a programme named “Emergency assistance to the flood-affected population in Jakarta, Indonesia“.

The objective of the programme is to provide relief assistance in safe water, sanitation, access to food and non-food items (NFI) to flood-affected families. It was a one month programme, conducted on February 4th 2007 to February 28th 2007. The programme was implemented through several phase:

First phase, an assessment was conducted 4th and 5th of February 2007, in the two kelurahans of DKI Jakarta: Kampung Melayu and Cipinang Besar Utara. The two Kelurahans were selected as they were part of an ongoing disaster risk reduction programme. These areas are also among the flood prone and vulnerable areas of Jakrta. Beneficiaries are selected through the RW leaders (neighbourhoud leaders) who already identified teh IDP settlement camps and the flooded zones.

Second phase, an initial response. A total of 34 water points spread in 9 distribution points in Kampung Melayu and Cipinang Besar Utara were installed. Non food items (blankets, plastic mats and plastic sheeting) and hygiene kit were distributed in the aftermath of the flood.

Third phase, programme teams (integrated teams composed of Water and sanitation, Food security, Logistics and Disaster Preparedness personnel) complemented the local government response by:

  • Liaising with the local response bodies and supporting the streamlining of emergency assistance.
  • Setting up additional accommodation sites and water points
  • Distribution of NFI at RW level (head of RW) in coordination with the Lurah with monitoring in the field.
The programme has reach its objectives:
14280 people (4760HH) have improved their living condition
This figure is above the initial objectives (12,000 people).Detailed number as follow:
- 4401 hygiene kits were distributed and used.
- 5568 Non Food Items kits were distributed.
- 14 public kitchens were donated to the local community base organization composed of women and to the Head of RW with evacuation places in order to empower their capacities to respond to any future disaster (8 for women group and 6 for evacuation places).
- 1990 tarpaulins were distributed to the affected population in KM and 10 were used to protect distributed items. By mutual agreement with ECHO, 20 dispensary tents were transferred to the DPI programme funded by DIPECHO for the 3 project in Jakarta. Those dispensary tents will be given to the community in prevention to potential future floods.


12,000 affected people have improved access to safe drinking water and hygiene.
-34 water points were installed and supplied by tankers from private company and PDAM. A total of 15 m3 / day were supplied, which means 1.25l/pers/day.
- 6 cleaning kits and 10 rubbish bins were distributed to the IDP camp of SMP26, sheltering 3,000 persons
- Garbage collection managed by ACF in Cipinang Besar Utara during 5 days with collaboration of the Government
- 3 new motor pump kits were purchased by ACF and will be distributed in Kampung Melayu, Cipinang Besar Utara and Penjaringan by the DPI department as a part of disaster prepardness program
